Research & Policy

NEMI is committed to evidence-based advocacy, positioning ourselves as a thought leader and credible voice on migrant issues.

Research & Reports

We conduct original research to shed light on the experiences of non-EU migrants and to inform policy solutions. Our reports are grounded in community surveys, academic partnerships, and firsthand stories. For example, “Breaking Barriers: Non-EU Migrants and Healthcare Access in Ireland (2024)” was a NEMI study highlighting gaps in the health system for migrants (e.g. language barriers and cultural competency issues) and proposing fixes.

We also publish policy briefs on specific topics – concise papers that offer recommendations for government and agencies. Recent briefs include improving the work permit system, enhancing integration in schools, and mental health support for migrant communities. All our publications are available for download, and we encourage decision-makers and researchers alike to use our findings to drive change.

Policy Submissions & Advocacy

NEMI actively engages in public consultations and legislative processes to ensure migrant perspectives are included. We have made formal submissions to bodies such as:

  • Health Service Executive (HSE): Submission on Culturally Inclusive Healthcare (2025) – Offering recommendations to the HSE on providing translation services and cultural awareness training for staff, many of which were acknowledged in the HSE’s National Service Plan.
  • Department of Health: Consultation on the National Mental Health Policy (2024) – Highlighting the needs of migrant patients, which led to follow-up discussions with department officials.
  • Oireachtas (Irish Parliament): Parliamentary Committee Submission on Immigration Reform (2023) – Presenting evidence on issues like visa delays, family reunification, and pathways to residency. Our briefing was cited during Dáil Éireann debates, underscoring NEMI’s role as a key stakeholder.

In addition, we frequently publish open letters and expert opinions in the media on pressing policy issues (for instance, calling for humanitarian visa extensions during global crises). By sharing our research and insights, NEMI builds credibility and influences policy in a constructive, non-partisan manner.
